Update on Oil Spill Clean Up from Office of Spill Prevention and Response Aug 10
This is my compilation and distillation of the information materials presented by Yvonne Addassi, the Liaison Officer for the "Grove Incident" Oil Spill. This information was presented at a meeting of those directly effected by the spill with the Unified Command (UC) on Aug 10. Addassi represents the California Department of Fish and Wildlife Office of Spill Prevention and Response (CDFR/OSPR), part of the Unified Command in charge of all aspects of the oil spill "incident." Addassi and her colleagues are in charge of the clean up. They have agreed to these valuable meetings with those residents directly effected by the oil spill. Furthermore, they now agree that Addassi's materials presented at the meeting can be circulated to the public.
I have taken it upon myself to make a single document out of the OSPR replies to our requests for information in the form of the powerpoints and pdfs presented at the meeting. I entitle it "Responses to Residents' Requests to the Unified Command." I asked Addassi to review what I produced, and she and others have approved my notes, only making a few additions. The notes basically respond to oil spill neighbors' requests for more information about the clean up process. Particularly useful are the charts and diagrams which estimate such things as where the oil is now, how much of it remains in the barranca, and the detailed schedule of clean up work.
I hope the attached document provides useful information for those of us directly effected as well as for the public at large.
Residents’ General Requests to the Unified Command and Responses

Residents would like to be involved earlier than a “done deal” for the sign-off process for their property. (See Homeowner Timeline Chart below)
Clarify who owns land in the barranca beyond the residential property owners (See Property Ownership Chart below)
Specific Residents’ Requests, with Some Responses:
1 A copy of the arborist report. (Not Available yet)
2 Unified Command to clarify the definition of “Clean.” (as Clean as possible that safety of workers and stability of the barranca allow)
3 Where are the additional areas that were identified for further clean up? (see Aug 12 Status Report—not included here)
4 Residents would like copies of all the reports and documents regarding surveys, remediation, and restoration. (The Unified Command will make these documents available in a timely fashion barring no State investigative concerns)
5 Mechanism for property owners to receive quantification numbers (of amount of oil) and would like an idea of how much oil will remain on their property. (Forthcoming. This will be a part of the sign-off package; see Pie Chart below)
6 Would like a map of the pipelines in the barranca. (Accurate location information is not readily available to the public due to Department of Homeland Security concerns. However, the County Fire Marshall and City of Ventura have mechanisms for obtaining accurate information depending on the need.)
7 Include the oily waste number in the reports. (Included—See Estimate in Pie Chart below)
8 What are the restoration (remediation) plans, who is writing the plans, and when can this information be provided? (See proposed Timeline)
